User initiates verification on SIM 1
But the device sends data from SIM 2
→ Initial operator match passes
→ Telco verification fails because the telco identifies a mismatch in SIM context
b) SIMs are from different operators (e.g., Jio + Airtel)
If data is coming from the non-target operator, the verification will fail immediately.
