Why does “User verification failed” appear even when the initial authorization passed?

The initial authorization step only checks whether:

  • The network IP belongs to the same operator as

  • The mobile number being verified.


If both match (e.g., Jio IP + Jio number), the authorization passes.


However, the actual verification happens at the telecom operator’s end, and it can still fail due to the reasons below.
